NEW DELHI (Reuters) - Prime Minister Manmohan Singh on Tuesday announced minor changes to his cabinet by retaining the key finance and interior ministers as the government fights accusations of policy paralysis and widespread corruption.
In a surprise move Singh moved the maverick and influential Jairam Ramesh to the rural development ministry from environment, where as a minister he has been seen holding up multi-billion-dollar investments by strict enforcement of green laws.
Avoiding a major cabinet reshuffle of the Congress party-led coalition government is likely to disappoint investors who had hoped for an injection of fresh blood to tackle poor governance, high inflation and economic reforms.
